Unless they have permission, it is almost certainly a copyright infringement. However, it is unlikely Adobe would do much (perhaps ask them to take it off) as they are not losing any revenue by it being there. They probably are more concerned about the people selling software through warez.

I can’t imagine any utility in it being up. Anyone who would want to look at the help files has photoshop, and the same help is on their system. Seems like a waste of energy and bandwidth to me…

If Adobe wanted to do it, they’d host it…
