In the menu bar go to Image>Image Size and get the pixel dimensions for the photos you want to merge. Add up the dimensions for height and width.

Create a new document and put in the height and width dimensions you need. Cut and paste all the images into the new file.

If you have an image and want to make it larger to add another image to it, in the menu bar go to Image>Canvas Size and type in the height and width you need.

in CS you can try FILE>AUTOMATE>photomerge

Im a rank beginner so cant tell you much, but Ive been working on collages which sounds like what you want, putting them all together? You can call up an image to use as a background or make a new image with a background color (they wont be a background if they are transparent) and then call up the other images you want in there. The problem comes when you just want part of one of the other images and not the whole thing, to go over to the background image. You can select the part you want in a secodn image and make it a layer and then move it over with the move tool, and do the same to any other pictures you want on there. If you want to move the whole image over with the move tool, its easier. Then you could maybe soften the edges with one of the other tools. not much help I know.
