Can you use the liquify filter on text, It a maessage box keeps appearing saying that it is going to rasterize this layer. Is there any way of doing this with rasterizing the layer?

Liquify works only on raster layers; it does not work in vector layers, such as text. Once you rasterize the text, you can liquify it (though of course you can no longer edit it as text).
