I have a photo of my nephiew i am trying to Paint his face like a Circus Clown i can get all the colours okay exept White.When i try to paint White it just comes out a pale shade of the colour that is already thereThe way i am doing it is painting his face then changing the mode to colour works oakay exept with white.Any idea how to get his face White.Using P S 7.Thanks for any help.BOB.

I would do the following: select the part that should be white. Then use the dodge tool to "paint" that part white.
This retains skin texture and shading.

You can also try desaturating the face
