SAVE FOR WEB: save 4-Up prefs?

Photoshop CS:
Save for Web command does not seem to remember all 4 previously used settings. Should it?
eg I set it to:
Original; 50 quality; 40 quality; 30 quality.
Save the file at say 50 quality.
Re opening Save for Web for next file shows following:
Original; 50 quality (as saved last file); BUT other two previews revert back to 25 quality; 12 quality – which I never use.

Is there something wrong here?
Is there a way to make Photoshop remember my preferred settings? (Save settings only refers to the one selected preview, not all 4. – Tried that). Or do I have to set my preferred settings each & every time?

that’s just how it is. it uses the highest setting as option 2 and uses %50 and %25 of that to fill out the others.

if you don’t use them, just use 2up or ignore them. SORRY.
