How to read RGB values at a pixel position by PhS:

1. Choose in Color Settings your RGB space.
2. Show the Info Palette.
3. Choose there one reading in RGB.

Or do you mean ‘how to create a file for a set of
RGB values, as chosen by mouse’ ?

With the eyedropper tool. The value is shown in the info palette, that you can configure to show RGB, CMYK or LAB values.
