My translation (correct me if it is wrong, neither German nor English is my native language):

I have a small problem with PS. I want to place a scanned passport photo as many times on a A4 as possible with a predefined distance between the photos. I have set the exact dimensions of the photo with Image size in PS. The dilemma is that I can’t activate the desired automatism with File->Automate->Picture Package, i.e. I have to set the dimensions by hand first and then I have to put the photos with much effort side by side. Meanwhile I solved the problem by copying the photo in Word and doing the job there. However, this way of working seems laborious and unprofessional to me. Isn’t there a function in Photoshop that can help me with this?

(end of translation)

I guess File->Automate->Contact Sheet is a better way to do this, but it appears to me that it only works with multiple files, not with repeating one single image. Any ideas?

German
Fertsch.

English
I think using the a pattern would be best.
First select the single picture with a little edging, if you like, then save it as a custom pattern:
Edit > Define Pattern
Then create a new layer, use CTRL+A to select all, then
Edit > Fill Area > Fill with: Pattern
choose the pattern you saved before as your "custom pattern". That’s it.

Language P.S.: As my Photoshop Version is German I don’t know the exact english translations for the menu entries, may be someone could correct me if I’m wrong…

an unusual but effective solution. I find the automate picture package to be very difficult to customize also.
