Transparency problem..

I recently reinstalled Photoshop 7.01, and ever since I’ve been unable to work with transparency. Any object saved with transparency or an alpha channel has its transparent area displayed as either white or grey when I open it. For example, when I open a targa file that has white text, and nothing else, the entire image appears white, and the text cannot be found or separated. How do I fix this?

Is it possible that the transparency checkerboard has been turned off? This is a setting in the preferences.
