Can anyone tell me if there is a way to make line art from a photo in PS? Or is there a good program that will convert photos?

Here are several methods using filters included
with PS.

The quality of the "line art" produced is highly dependent on the type of photo. High contrast black and white photos of architecture give great results, as do large areas of flat colors. Subtle shades and gradients are much tougher
to convert.

It depends on the photo, of course, but I usually use a variation of this method:
