average blur?

Just noticed the "average" blur under the blur filter menu. Never noticed it before. Can’t imagine what use it could be. Anyone found a use for it?

I had one use in mind when I discovered it. I created a gradient. Then I created a mask which has a pattern of white squares separated by 1 pixel. I wanted to make the mask as selection and apply the filter on the gradient hoping that it will produce a gradient made from squares which in turn are made from solid colors (the average inside that particular square).

Unfortunately it didn’t work since PS applied the same average color to all squares. Can anyone help me with that?
