It’s an art because you need to change bulk and shading as well as getting rid of the chin folds. You could spend an hour at it and just make it look worse.

Try duping the layer, using the clone or healing tool, and then play with the transparency to make it look more natural. You may need to settle for 90% removal.

If you have the chance, a lot can be done to improve the result while taking the picture. When taking portraits, put the camera a few inches higher than you would for a less endowed subject, enough that the person needs to look upward slightly. Never photograph them from below the chin line, even in an informal photograph.

Or just use the Liquify filter (Shift+CTRL+x)? Works for me. Needs a bit of "cleaning up" afterwards (use Healing tool) but it renders nice results quickly enough.

Just make sure you don’t overdo it. But if you do, save that copy as well. Usually makes a good laugh. 🙂

Tutorial: Buy Katrin Eismann’s book "Photoshop Retouching & Restoration. Check out the book’s web site at www.digitalretouch.org. And also go and look at www.retouchpro.com.

How to do it:

1. Duplicate the background layer
2. Use filter/liquefy to push the neckline up.
3. New layer then layer/merge visible
4. Select the patch tool
5. Patch with tool using edit/fade patch selection if the patching is too obvious.
6. Use the healing brush top clean up any obvious artifacts etc.
