layering a ‘texture’

This photographer seems to have layered a texture over his photos – any ideas what he’s used for the texture and how its done? Look at the sky areas of some photos in particular.

It seems to cover the background layer/photo evenly, so I doubt a layer mask is used to paint it in/out.
I’ve tried placing one photo on top of another and changing the blending mode and opacity but I cant even come close.

of course i should have specified that a photo of a texture (like a wall or similar) is what I tried to place on a layer above the original bkground layer

looks like some sort of aging filter (upper left side has smae "pattern in a few of the shots"
OR
develop as snapshots, put in dirt and sun to fade then shoot copies of damaged prints
Maybe they are from a phone camera?
