I’m want to know if there are any keyboard shortcut o any tool in the menu to select the layers UP and DOWN…

I was looking at the Photoshop help, but I didn’t find anything.

Does anyone know about it?

No you cannot. You have to right click mouse with move tool which brings up a menu. You’ll see layers from there (only visable ones though). Regards,
Steve

Alt key and right-square bracket == "up one layer" Alt and left-square bracket == "down one layer"

Further, Shift Alt [ jumps to the bottom layer, and Shift Alt ] to the topmost layer.
