Photoshop CS, Fit to Screen

When I select View then Fit on Screen, or Ctrl+0, the image resizes but the window it is in stays the same size. In my older versions, 6 and below, the window resized to fit the image. Is this the way it is supposed to work now? I don’t like it. Or is there a setting somewhere to change. Is it only me, or is it like this for everyone?

Click on the Zoom tool or hit the ‘z’ key. You now see the ‘Resize Windows to Fit’ box as well as three choices for magnification, all in the Options Bar at the top.
