"NEW document" … cannot change grayscale default settings to RGB …

When needing to open a NEW document, I am unable to locate and/or change the settings so I don’t have to manually change gray settings to rgb every single time I decide to open a NEW document.

Is there a way to change that "gray" setting to RGB so once I open NEW documents in the future, it will be RGB in the popup window?

The Photoshop CS New Doc Sizes.psp Preference file contains not only document sizes but also the Document Mode and File colour space.

It sounds as though either you have added a preset with the mode set to grayscale, or it has become corrupted.

You can safely delete it and it will be rebuilt to factory defaults.
