Customized views? Navigator question

I am working on a monster file in Photoshop CS (will probably be ~500MB when done) and want to be able to have several custom view sizes (e.g., 21% instead of 20% or 25%). Is there some way to automate Navigator to do this? I’ve tried, but can’t get it to work. Actions appear to ignore view size changes. Since I’m using Tiger, looked for Automator workarounds but didn’t find any. Haven’t found any plug-ins that appear to have this kind of capability. It seems kind of strange to have a whole panel for the Navigator but not be able to set view size via Actions.

When doing so, also would like to be able to position the Navigator frame in custom locations, so I can trigger different framed sizes/views with a few keyboard shortcuts. In many 3D programs you can save preset views, which helps with rendering times. I guess this would have to be part of the individual PSD file format, since custom views obviously wouldn’t apply to different files, so it probably doesn’t exist. But it sure would be handy!
