Say your original image is 860KB and you need it to be 200KB, is there any way to compress this image? Or form MB to KB? Thanks

It depends on your intent. If it’s for web, you can use Save For Web. There is an Optimizer that will do what you’re asking.

Your picture is not in 8×10 proportion to begin with.

Just like 35mm film, digital cameras do not shoot in an aspect ratio that does exactly 8×10. You will have to crop the photo or…better, simply size the longest side to 10" (with resample off and proportions on), and let the other side size naturally. You’ll simply have a larger border on one side on 8×10 sheet (or physically trim it).

If you just MUST have 8×10 exactly, use crop tool, put 8 and 10 in boxes, leave ppi blank. Then crop to your desire. Note that you should use all the image you can, as the more severe the crop the fewer pixels you will have left from what you started with, spread out over the 8×10 area (meaning, quality goes down).
