Hi everybody,

can someone tell me how I can make a confetti effect in PS like this on this poster: http://www.winsupersite.com/images/showcase/pdc2005_LA_07.jp g

Er.. what confetti? Do you mean those curves? Use the pen tool to draw a variety of curves, and fill them with different colours. A vector package like Illustrator would do the job better.
