Maintaining Clarity When Resizing

I’m wondering if someone knows whether it’s possible to do the following: I have a .jpg that measures 171 pixels wide by 200 pixels high. The resolution is 72 pixels/inch. If possible, I would like it to be 250 pixels high. Using Photoshop 7.0, I tried resizing it by changing the resolution to 90 as well as by changing the pixel dimension height to 250. Either way, it gets a little pixely. Maybe something like this just can’t be done, but I thought it couldn’t hurt to ask. Thank you.

Bicubic resampling always softens the image a tad, it is unavoidable.

The amount you speak of (125%) is not unreasonable.

You should be able to add a little unsharp masking after the scaling to restore some of the lost sharpness.

I presume this is work for the Web.
