Check out www.atncentral.com (downloads). Scroll down to Bud Guinn’s actions. He makes the best frame and matte actions I’ve ever seen.

By dissecting his actions you’ll learn a LOT about the craft of creating digital frames manually (if you choose to take that route) or crafting actions to automate the process. Each action is a self-contained tutorial in and of itself.

Erm, I saw Paintshop Pro 8 have a nice FRAMEing option than encloses the canvas in a picture frame (Also you can download the resource pack for more frames); Maybe try the demo www.jasc.com for you r ‘problem’
