Web Graphic Design – Is this a use for Illustrator? (newbie)

I’d like to use Adobe Photoshop or Elements for web graphics. Specifically I am trying to design navigation buttons and banner graphics. I’m finding it difficult to get precise looking graphics – for example, lets suppose that I want to create a button that looks like a rectangle but with rounded ends (for example, suppose you took an "O" and stretched it horizontally). I find I end up frustrated trying to get the shape to look correct. I will create a rectangular selection and then try to use ellipse to get the rounding but it never looks really nice. I guess I’m almost looking for "snap" tools that would let me snap to the midpoint of the line for the center of the circle and then snap to the endpoint?

I’m very familiar with CAD/3D Graphics (AutoCAD, 3D Studio MAX) so I could use them to build an accurate shape and then fill it in once in Photoshop but that seems like extra work.

Can someone offer any suggestions? Is this a case for Illustrator or similar?

What version of Photoshop? The Shape tool in curent versions has a rounded rectangle tool…..
