Would it be best to export graphics from IR as fat as possible into Flash and then worry about making them smaller when exporting as Flash? Or does Adobe do a better job of condensing them?

It is important to understand how Flash makes files smaller. Like IR, it will use jpg reduction to make the files as small as you specify. However, the real value in Flash is the ability to take an image, or part of an image, and reuse it over and over. You create a symbol out of a jpg, and then you can reuse it in different positions, sizes, rotations or orientations with only a few additional bytes of size. In IR each slightly different jpg is download entirely.

You can save even more space by using Flash to make vectors of all simple objects. A rectangular shape made in Flash only adds a few bytes (not K or M-bytes), while as a gif in an animation it will take much more space. The vector objects also scale, which allows the movie to be full screen no matter what size the user computer is. Jpgs and GIFs look fuzzy when scaled.

Short answer, do as much as possible in Flash.
