Hi all
Is it better to open a new blank file to digitally work in Photoshop say an A4 at 72 ppi then resample to 300 ppi keeping the same print size. or to open it as a new file at 300 ppi in the first place.

Which will give the best print quality?

Directly from Photoshop Help file:

"Keep in mind that resampling can result in poorer image quality. For example, when you resample an image to larger pixel
dimensions, the image will lose some detail and sharpness. Applying the Unsharp Mask filter to a resampled image can help refocus
the image’s details.

You can avoid the need for resampling by scanning or creating the image at a high enough resolution."
