Could anyone tell me if it is possible to organise text into columns on Photoshop 7, using Windows XP, without having to have several different adjacent layers. Also, how do justify text when it is blocks?

You’ll need to drag a text box with the text tool before typing. That will give you all of the paragraph options.

Just one column, though. Photoshop doesn’t flow from one text block to the next automatically. You need Illustrator or InDesign for that.

Yup, I missed that. He’ll need to set up a second text layer for the second column.
