resolution settings

I want to place an image I have on my hard drive onto my phone however my phone will only accept 640×480 resolution how do I set this resolution in photoshop/CS

Yes I know that but I see no options for entering 640×480 I only have one option which is currently set to 72 pixels/inch

He was told EXACTLY what to do and COULDN’T do it. He opened the Image Size dialog box and he couldn’t figure out where to enter his dimensions, he’s too stupid to use Photoshop.

So he spent an LOT on a program that he did not have a clue how to use and he could not be bothered to read the manual.
