You could create a new layer and paint a color on the face with the brush, with Mode set to "Overlay".

I would suggest exploring using ‘Color’ or ‘Hue’ as the blending mode on the new layer and reducing the opacity too.

enjoy,

I can’t recommend this book highly enough for these sort of things. It’s a very good read:

Great effects but poor result, unless the idea is to make humans look like plastic window dolls.

Good point Stephan but you might have missed the pop-up under "View a full facial comparison here". He goes on to say, "Bear in mind that this ‘version’ is but one of the many various ways this subject could’ve been ‘made over’. My interpretation is not the end-all-be-all. If trying this for yourself, find ways to be original if at all possible. It should also be stated that i would not normally ‘wax out’ a person’s skintone like this. I was only showing the extreme to make a point. The ‘synthetic look’ does have it’s place, but it’s not used that often in the real world." ~Doc
