Yes. In Photoshop use the alternate text tool (the one that is a dashed A located behind the regular text tool … sorry I forget what Adobe calls it. This makes the text as a selection, rather than real text.
Then use edit/stroke to stroke the selection

Here’s a great trick to create that effect and maintain the text’s vector crispness as well as editability.
First, create your text layer. Then copy and paste the image you want showing through the above this layer. Link and group the two layers and voila, the image is showing through, the text is still editable and you can move the image around for best placement and scale. If you need an outline around this text then just add a stroke layer style.

And a third way (threre’s always at least three) is to convert the text to a path (I think it’s Layer > Text > Convert to Path), and stroke that. This has the advntage over stroking a selection in that you can use any brush and painting tool you want.
But the method Stuart mentioned has the critical advantage of keeping the type editable.
