web photo gallery algorithm?

Does anyone know how PS CS saves its thumbs. It makes a much better job of resizing than I can manually. Sometimes, however I do need to do this job manually and I’d like to know how CS does it.

I thought it might be an action, but I don’t see it in any of the action groups. Nor does it leave a history trail.

Is there some way of ‘stepping through’ the process? Any other ideas?

If you mean the thumbnails from Web Photo Gallery in Photoshop, they are just downsampled versions of the image the same as you would get using Image Size.

If you mean the thumbnails you see in the Mac Finder, Windows Explorer, the Photoshop Open and Save dialogs, etc, those are slightly sharpened after downsampling.
