You must be Ctrl-clicking (Command-click on Mac) on it to get the marquee, which would also explain why it’s not dragging the other layers. Just hold down Ctrl without clicking or use the Move tool.
Since you seem to be unfamiliar with some kinds of Adjustment Layers and Vector Shapes I have to assume you have been using older versions, since these kinds of layers have been around for a few versions now. Vector Masks and such can be very useful.
