Check your scanner program settings. It sounds as if you are saving in PICT, not JPEG. Adding ".jpg" to the file name doesn’t change it into a JPEG file.

I have the same problem if i try to save a picture that is already on my hard drive. If I open a picture file and then try to save it in PS7 it saves it. but then when I open it up the file appears to be blank.

You wouldn’t be setting the file extension manually would you?
