busting my brains out but my guess is it can’t be done in photoshop. But how is it done ? Anybody got an idea ???

It seems to me like they used a selection of the face for defining a kind of brush while painting with the outher pixels of the selection. WEIRD…. to me 😉

Just use the smudge tool.
– Create a new brush (perhaps based on the settings as seen in the screenshot, but adjust the size to that of your subject)(hardness of the brush should be a bit high).
– Make sure you use 100% brush pressure, otherwise your subject will fade over distance.

Select face, hold down Ctrl-Alt and drag in very small increments or use arrow keys. Smooth out with Smudge tool afterward.
