What would cause a command like ‘Move’ or ‘transform’ to become unavailable while playing an action.

Wrong layer, no selection… I think you should give us a little more information about whatever problem you are having.

Every month I get half a dozen digital photos of personnel which I have to adjust,crop and move into a frame template where it is transformed before printing.
I recorded the action for doing this and on playing it, the move and transform commands were not available.
I changed the action by replacing the ‘move’ with cut and paste and now it works fine.
I agree that wrong layer or no selection would cause the problem but the sequence I followed when creating the action did not show the same error.

Aha! Using an action to drag one image into another can often cause problems. Photoshop may not recognize the target document as being foremost or something.

Another approach might be Duplicate Layer with the template as the destination, but even then, it needs to be in the same location it was when the action was recorded and so forth.
