How Do We Create a New Texture Like the Ones in the Texturizer?

This puzzles me a lot. When I try a new texture with, say, Eye Candy, on an image, the texture actually FALLS ON the image. The textures of the Texturizer, on the other hand, in CS2 become PART OF the image.
For example, the "Brick" texture gives us bricks which are blue on blue parts of the image and red on red parts.
The Eye Candy textures maintain their original colors no matter how we blend them in with the original image.
How do we create a new texture like those in the Texturizer? Is it possible?
