Removing Text W/O Removing Background

I scanned a document with photos and text. I need to change some of the

text but don’t know how to with out cutting the whole background out. I

tried to use the clone tool and spot healing brush but they don’t seem to work. Part of the text has a white background and part of it has an image underneath it. How do I edit this text without changing the background?

you can’t if the image is all flattened when you scan it if you have the original document saved in layers as a PSD format you can edit just the text layers by themselves.
otherwise you need to start over or continue the manual editing via clone tool
this is possible if the text is not covering too much of the background but otherwise most likely unsuitable.

Step 1: You can’t.

There is nothing "underneath" the text. You can’t remove the text and show what’s underneath ’cause there ain’t nothing underneath. The best you can do is to re-create some approximation of what’s underneath.

It is impossible, but you could try this: convert the image to a DjVu image. Disable the foreground, make a screenshot.
