Filter stroke font query

I am trying to duplicate this font/image. I have tried creating th image with a stencil-like font with a white foreground and a red strok set at color & 3 pixels. I’ve also tried every filter there is. An ideas on a different font or filter setting

Went to look at the font, but the site wouldn’t let me in, as I am not a member.

Might want to start at alt.binaries.font to get the base, then experiment with the various transformation filters and Layer Effects. Sorry I can’t see the font and effects that you are trying to recreate.
