G’day. Can anyone kindly suggest of a plugin/software program that can select a specific color and make changes to it without effecting other similar colored objects within a photo?

You don’t need a plug-in. It’s part of Photoshop. Has been for some time. See ‘replace color’. There are other ways as well.
