How can I achieve this technique where the facial details, including wrinkles, etc, are not shown? How can I do this in photoshop???

Photograph, run through a tracing program (CorelTRACE, Adobe Streamline…) to turn it into a vector, with lots and lots of simplifying in a vector drawing program.

Isn’t there something called gum dichromate? I found it somewhere else, but how do i do gum dichromate?

follow the procedures in this tut and you should get what your after. http://www.heathrowe.com/tuts/vector.asp

I idea, as someone already mentioned is to trace over your image, with the ‘Pen Tool (T)’.
