Does Photoshop have a tool similar to painter which allows custom brushes to paint with actual images or bitmaps? Say painting with leaves or trees as the brush.

Create a small grayscale or bitmap mode image, select all, then edit>define pattern.

Then in the brushes flyout, define brush.

You can make object-shaped brushes, but no there is nothing similar to image hose.
