Another Printing Question

I have an image that PSCS shows as 35.556X23.778 inches at 72 ppi.

I used the extract filter to save the head of my friend’s son. He wants an actual sized picture (don’t know why he wants that, maybe for dartboard)).

The extracted image still shows the same size dimensions.

What I want to do is make the picture 8.5" long X 6.0" wide when it is printed. I’ve read some things on the web but I must have gotten lost somwhere. Everytime I did a print preview it showed the head well inside the borders of the 8"X10.5" paper I was going to use.

Can anyone help straighten this mess out?
