Wrong special characters

I’ve been trying to add the French ç to a text layer, but using <ALT>+0231 or copying from another source cause a Cyrillic &#1079; to appear instead. In fact, many of the alt+# characters are showing up as Cyrillic. Both French and Russian character sets are enabled on my machine(Windows 2000), but I’ve never had any trouble until now. Any suggestions would be appreciated.
