Photoshop – Choices? – Premium vs Premium elements vs elements

Hi

I wish to purchase PHOTOSHOP to edit photos.
My needs are for two functions, in particular:

– layering
(I understand to be able to create your own pic from many others) – crop in detail – a person or object
(be able to draw around, in detail, an object and lay them on a different background.

Question:
Can I have guidance as to what Adobe Photoshop Software would be adequate for this function.
I am confused as to the variances btwn Photoshop Premium, Photoshop Premium Element and Element.

Advice is sought please.

Any recent version of Elements will do this, you don’t need Photoshop (yet).
