The WSJ portraits are drawn by artists using conventional media according to a new story I say a few years ago.

Although I have not been able to exactly duplicate the WSJ, you can get the granular
appearance with the Filter/Sketch/Reticulation technique. Play around with the controls, which are not really intuitive, to try to get the
highlighted areas of the photo to be free of dark granules. Use Contrast to enhance highlights before applying the filter to increase highlight contrast.

Then you’ll need to collapse
the various shades of gray to black with either the Threshold or Levels method.

I think Flaming Pear has a filter pack with something that can make a ‘similar’ reproduction.
It may be the ‘india ink’ filter. BTW – the WSJ portraits are hand drawn. HTH
