Assuming you’re talking about a printed page, not a web page….
In PS6.0 Make sure the image is on a layer (not background). MArquee select near the perimeter of the image, choose SELECT>FEATHER and enter an amount, Choose SELECT>INVERSE, press DELETE.
Then you can can COPY this layer onto another image or, if your publishing software supports photoshop files, save the file in psd format and place it in your document.
Or, easier still for a simple edge-feather, place the original image in InDesign and choose feather edges from the available options. This way you retain control of the feathering in your document.
If you want to have a soft-edged jpeg on a web page, you need to match the background in photoshop and paste your feathered image onto this, then save it as a jpeg. Be aware though that when you jpeg it, the colour may shift slightly and the rectangle might be visible on your webpage. You could possibly control this by making a matching jpeg image using only the background colour and using this simple image as a backround image on the webpage.
I did a similar thing on my own webpage, not with a feathered image but with an non-rectangular image (at least, it looks non-rectangular on the page).
