PSD files in Final Cut Pro

I’m having a problem preparing ppictures for use in Final Cut Pro. My tutor says it is done thusly:

Create new Photoshop doc
Choose NYSC DV/DVD format
choose transparent at bottom of window
Enter
Place the esp photo (this fills the middle of the new doc) Image/Image Size: change second from 534 to 480
Save as psd.

Something is missing from the above instructions: instead of the transparent sides, there is white on either side of the photo (instead of transparency).
