Comparable JPEG Quality

In PS, 1.) File, Save as… and 2.) File, Save for Web… are two methods of writing JPEG images. For quality method 1 has a scale of 0 to 12. Method 2 goes from 0 to 100. Is the correlation between the two scales linear? If I’ve created an image using one method I’d like to ensure that the quality will be the same if using the other.

I think that the scale for your method 1 actually goes from 0 to 10 while 11 and 12 change the sampling frequency for the colour component; i.e. method 1 quality 10 is method 2 quality 100. I could be wrong.
