I have a picture of a human face. I want it looks like a man behind a window in a ranning day. So there will be water drop running down on the glass. How can I make it?

You might play around with an image > lite gray fog > an erasure.

Isn’t there a newsgroup for that software? Why would you expect a bunch of PSP users to have links to tutorials for other products?

In the past, I have attacked this exact problem, except with women. I found a clean window with rain and superimposed behind it, or one of those 4000 filters has rain drops that can be placed on a tinted layer and with work, can be made to resemble a window.

Corel Painter has a built-in Clone Brush for "driving rain," that can be adjusted to the Nth degree. Also, duplicating the Layer, running several of PS’s Filters for distortion, etc. should produce similar. That is probably covered in Mike’s links, but I did not check each one out.
