I am trying to figure out how these graphics were designed (http://www.sliverfish.com/kingtut/home.html) can anyone out there please tell me what to do to create graphics like these?

Most of it is pretty simple stuff so I’m not sure what part you’d like explained. If I’m missing the elements you need explained, please ask again more specifically.

The logo at the top is text with a gradient fill and an outer glow layer style applied.

The picture of the man with the guitar is a photo which has had the background removed and the ring around the picture looks like a simple ring drawn with shape tools, filled with an orange color (or possilby a gradient of orange and black) and a bevel/emboss layer style applied to it.

There are several ways to get the head and neck of the guitar on top of the ring from using various layer masks to adding and subtracting selections to just plain old erasing parts of the image with the ring on a lower layer and the guitarist on the upper layer.

The little fuzzy bits of color behind the fellow on the main page look like a round soft brush tapped around with a pressure sensitive pen and tablet or painted in with a mouse and then partially erased to vary the intensity.
