Any recommended tutorials, books or actions for adding framing lines and/or mattes around full size pictures?

Not interested in fancy edges, cutouts or simulated wood/carved frames . . . just how to add graphic elements to accent or frame a picture in Photoshop.

1. Select all
2. Menu "Select – Modify – Border"
3. Menu "Edit – Fill" choose any color you like

If you do not want to sacrifice a portion of the image, increase the canvas first with the same number of pixels as the border size you will choose.
