Plug-in on new layer…

My local Barnes & Nobel and Google are no help. Can someone please enlighten me regarding the purpose and function of the above named entry under File > Automate.

Some new plug-ins give the option of placing their effect on a separate layer and I was hoping this might do the same for filters without that option build in. Obviously I am wrong or at the least, clueless as to the context in which it might do this or, indeed, whatever it does.
