Is there any one who builds PC’s dedicated for PhotoShop ? In other words, best graphic cards, multiple hard drives, lots of ram, etc? If not, what do people think are the ideal specifications( don’t say get a Mac). Thank you

Good advice.
The Parhelia is still a bit pricey, you can get a Matrox dual head for much less and add a cheapo additional card it you need a third display. I recommend at least three fast hard drives
1) OS plus apps
2) partition A with bootable OS so you can start the machine (with a little change in the BIOS) should HD1 get in trouble and Partition B to store your work
3) Copies of your work and if you have an application like Acronis save a copy of HD1 here so you can reinstall without having to go through the whole applications installs and updates.

i use nero on my pc to burn programs …. i downloaded some mac stuff for a friend .. can i use nero to burn these programs so his mac can read them ???

Storage may be one of the issues, in particular if you use uncompressed picture files, and take many photos, like thousands every months. Than your HD sizes should be mutiples of 100 Gb and you must have a DVD writer.

Of course raid file server running on linux (Finland, oh Finland…) in a different computer would be those "must-have" options

macs can read joliet formatted disks… up to 31 characters if using OS7-9 and using the mac joliet extention (the name eludes me at the moment, but its freeware). One thing to keep in mind about downloaded mac stuff is that they are usually stuffed (.sit – stuffit). If you expand such a file on a pc some data could be lost. But if you burn the stuffed file on a pc disk, and its expanded on a mac, it will be fine provided its compatible with his os version.

ATA drives in USB cases are pretty inexpensive… and portable.
